Long Victory could consider incorporating one or two of the Nagash sites.
Feel like that should mainly be for Sylvania as oppose to Von Carstein as Mannfred was much more of a Nagash fan boy compared to Vlad.
A long campaign victory for Von Carstein might be to wipe out Bretonnia as well and build the 'Fortress of Merovech' in Mousillon
For Von Carsteins, I think that they should be Empire-focused and mirror Reikland's objectives in a way, so for short victory they should control the whole Empire (by any means, not necessarily direct ownership of provinces), build the special building in Altdorf and own Castle Drakenhof. For long victory, they should also defeat Archaon, control Mousillon and destroy the major Norscan factions (the World Walkers and Wintertooth). Vlad and Isabella become "defenders" of the Empire against Chaos in a wicked way.
Generic hold X provinces objectives should be removed from both short victory and long victory.
For Sylvania, I would keep the generic hold X provinces objectives, remove the requirement of the destruction of the Reikland, but add the requirement for the destruction of Von Carsteins (Mannfred is afraid of Vlad, so he either has to dominate him by confederation or destroy him) and Stirland. Therefore, for short victory Mannfred would be more sandboxy and less Empire-focused than Vlad/Isabella, although the player of course may still focus on conquering the Empire if their wants. As for the long victory, going for Nagash sites for power and knowledge is something that Mannfred may do, so I think that instead of defeating Archaon and Chaos, he should capture the Black Pyramid of Nagash and Nagashizzar. Mannfred is therefore encouraged to go south for long victory, which is the something distinct enough from Von Carsteins faction to make things interesting.
