General feedback
Few comments if you don't mind:
- Beastmen: Why is short victory focusing solely on Empire? Why not key provinces of major threats?
- Bretonnia is supposed to be at war with Norscan tribes, but there's no mention of them in the victory conditions.
- Not sure about Dwarves, why destroying high elves? It's a drag. Their conditions look a bit like a chore compared to others, there's too much required to succeed.
- I really like how High Elves and Dark Elves were changed, there's an emphasis on their conflict which is a satisfying end goal.
- Empire, no mention of chaos invasion? Helping Kislev survive would be a nice goal as well.
- Skaven: short victory conditions seem a bit overwhelming (greenskins and dwarfs are a big deal), especially compared to other races changes. Greenskins and Dwarfs cover a huge area.
- Not too fan of the "own at least X units" in general, this seems unnecessary. You get the number of units necessary required to succeed, no need to inflate the number for no specific reason.
- Warriors of chaos: High elves are very far from your starting point, not sure it's a good short victory condition. No mention of Norsca and Vampires? Dwarfs are also more distant than these 2.
- Wood Elves conditions are not engaging IMO. You could turtle all game long and just succeed through diplomacy.
Overall these are good changes, keep up the great work!

Considering the outdated WoC mechanics and annoying whack-a-mole because of easy recolonization, I think that as far as VCs are concerned, IMO we should embrace the only thing horde gameplay is good for - the sense of freedom. For short victory, IMO the main objective should be to raze/sack X regions. 50 seems fine. Instead of forcing Chaos to destroy Empire, Bretonnia, Dwarfs and High Elves (a massive slog), I think that Chaos should be required to destroy at least 2 of the following factions: Kislev, Reikland, Couronne, Eataine, Karaz-a-Karak. That way the player may enjoy their pillaging wherever they want but there is still focus on the order factions.

I think that the author said it's impossible to set the VCs for razing of selected regions.

The Beastmen actually have a final battle against a combined Empire-Bretonnia force (the men are making a last stand), so it makes sense to focus a bit on the realms of men for short victory at least. However, forcing the player to destroy ALL Imperial provinces means that it will be a massive slog with constant whack-a-mole. I also think that in case of the Beastmen there should be some focus on the Wood Elves as well because they are eternal enemies in the lore. Therefore, I propose to change the VCs for short victory to the following:

- raze or sack 40 regions (up from 30)
- earn 6000 from raiding (unchanged)
- destroy at least 2 out of the following factions: Couronne, Reikland, Middenland (Middenland is mentioned here because of Toddy; because of frequent confederations, this also mean that the player will usually not be forced to destroy both Reikland and Couronne, which is fine for short victory IMO - they are dealt with in the final battle, anyway)
- destroy at least 4 out of the following factions: Laurelorn Forest, Talsyn, Argwylon, Torgovann, Wydrioth (so you have to deal at least with the Wood Elves at Athel Loren)
