I think that the author said it's impossible to set the VCs for razing of selected regions.
The Beastmen actually have a final battle against a combined Empire-Bretonnia force (the men are making a last stand), so it makes sense to focus a bit on the realms of men for short victory at least. However, forcing the player to destroy ALL Imperial provinces means that it will be a massive slog with constant whack-a-mole. I also think that in case of the Beastmen there should be some focus on the Wood Elves as well because they are eternal enemies in the lore. Therefore, I propose to change the VCs for short victory to the following:
- raze or sack 40 regions (up from 30)
- earn 6000 from raiding (unchanged)
- destroy at least 2 out of the following factions: Couronne, Reikland, Middenland (Middenland is mentioned here because of Toddy; because of frequent confederations, this also mean that the player will usually not be forced to destroy both Reikland and Couronne, which is fine for short victory IMO - they are dealt with in the final battle, anyway)
- destroy at least 4 out of the following factions: Laurelorn Forest, Talsyn, Argwylon, Torgovann, Wydrioth (so you have to deal at least with the Wood Elves at Athel Loren)
