How do I install this?
I hit Subscribe in Workshop, Steam downloads ~3 MB, but I don't know how to activate it. Mods folder is empty and the game clearly runs without the mod for me.

It should show up in the in-game mod list once you've subscribed to it. No special steps are needed.

Someone had the same problem and said that unsubscribing and then subscribing again helped, maybe you can give it a try. And make sure you're playing RA, there is no TD version of this mod yet.

The Mod keeps disabling itself every time you close RA I've found, when you open RA check the mods section in options and make sure it's checked

Ah, that's sad to hear. It's a great mod. TD arguably really needs these features even more.
