I could imagine something similar to this but on a broader scale if each Civ doesn't get a unique victory, but instead have shared victories instead. Like for example, an African victory, which through it's conditions would only be achievable by Civs in Africa.
The function that spawns units for new players already works for the modern era and beyond. No matter how late a civ spawns, they will receive appropriate units for their era.
This isn't balanced for difficulty levels though, so if you're playing Deity the AI might still overwhelm a new player due to the sheer amount of units they build.
