After the last patch, I noticed the Samurai Clothpants changed its armor value. I dont remember the stats exactly but it used to have a decent cut protection and now it has 6% at masterwork level.

I imagine this is the change that made this happen:
"-[hotfix]Ensured all [padded] armor utilizes the proper "material type""

Is this intended?
