I'm likely missing prev discussion detail. Tech Hunter rep seems to grind off Tech Hunter Salesman selling land plots (+15 per). I've only ever been able to get them to offer 2 purchases between the two vendors I found (Flats, Scratch) before they stop dialogue options.

I did find a debug NPC in Worlds End offering Tech Hunter dialogue rep+/-, unable to find again, and hoping for a more long term solution.
