Can't start the story after finding the ring.

Cant activate water portal

it might be a bug i dont know, but the npcs are standing outside and i cant talk to them.the portal doesnt activate and nothing happens. and, yes i have reloaded an old save may times,it doesnt do anything. please help!

There is water in the barrel next to a chest I think.
