I am playing as Angevin England and can't do missions/form the Angevins because the AI elected me as emperor of the HRE and then France auto integrated when my ruler died. Not to mention the missions (Such as the channel tunnel mission) that require me to 'develop' with no words as to where refuse to acknowledge me developing any province in my empire.
