Two Witch Kings?!?!
There may be a bug or a spell that the witch king cast to cause there to be two witch kings at the same time I dont know if this was intended or a bug of some kind but it seemed very strange to me also I forgot which spell it was but it may be dimension door or some other spell

He probably cast Shadow Double or something similar. Look through the Illusion spells available.

Even if Damara hasn't selected any Illusion spells, the Witch-King (as a named hero) may have it in his "automatic" spell progression.
