I wanted to know how I gain more charter to build new cites

You get them from certain tech and alignment policy. So for the most part your ability to build new cities is limited. If you want to go wide, your best best is the Mulhorand who get a bonus charter, a wonder than grants more charter, and can be evil (evil gets an allignment policy granting 3 charter).

As the charters are bound to a city, you may conquer cities without "going negative". If you raze a city, one charter is freed up. This way, you may conquer enemy cities, raze them, and build more of your own.

Also, at least in the huge scenario, city states share their charters with you if your allied

I've gained the allegiance of two minor civs, and theyhavent given out charters, a glitch with my game or something else? Sucks that charters are limited like that, the game gets boring with only a few cities to play with

I saw other civs giving charters in GnK, but not in the BNW version.
