With the second issue, I made this short-ranged on purpose because unguided rockets turn invisible in multiplayer. The rockets can be a bit unpredictable, but the end goal was to make a vehicle that doesn't annihilate anything from across the map. I know the feeling of getting hit from out of nowhere, and I thought making this a short-ranged rocket would make the vehicle a bit more fair. Guided missiles would work a lot better in matches, but they would also be invisible threats, and could cause drama in servers. Until a desyncless rocket is invented, it seems we will be stuck at short range.
Anyways this doesn't really have any relevance to what you were saying but I thought you'd find it interesting.
Also I understand now why you did things the way you did, though I will probably keep scraping my vehicle and my enemy's vehicle. The rockets often kill the person in the seat without destroying the entirety of the vehicle, leaving some cash to be gained, plus the cash from the kill.
