Bug: cant install stack onto android with Neural Module
Ran a test world and did the following:

- set up the necessary systems & structures for Altered Carbon and VRE: Androids
- created an android from scratch (using android creation station) (debug: complete project)
- attempt to install stack from colonist to android

Expected Result:

android becomes a sleeve for the selected colonist

Error Result:

pawn refuses to install stack onto android, and game spams error in logs.

There's also an issue with the Casting Relay button - pressing "Tune to..." after already Tuning it to the Neural Matrix spits an error message:

I can needlecast from any colonist's neural stack to an android with a Neural Reciever.
I can also install a fresh neural stack onto an android.

I can install an existing colonist's neural stack onto an existing pawn (effectively killing the former pawn). but I can't install an existing colonist's neural stack onto a fresh colony android.

Just tested if it would work on awakend androids - still didn't work.
