Is it possible to change AI faction's behaviour type?
Is there a way to do this through developer mode, or by editing a file somewhere?

I thought editing C:\Program Files (x86)\Steam\steamapps\workshop\content\294100\2222935097\Defs\RimWarDefs might work, but the existing settlements weren't affected. It might work for new settlements but I don't have the patience to test that.

Looking at the save (in C:\Users\Blah\AppData\LocalLow\Ludeon Studios\RimWorld by Ludeon Studios\Saves) shows a rimwarData section:

<li> <settlerChance>0.125</settlerChance> <warbandChance>0.25</warbandChance> <warbandLaunchChance>0.6875</warbandLaunchChance> <scoutChance>0.5</scoutChance> <diplomatChance>0.6875</diplomatChance> <caravanChance>1</caravanChance> <behavior>Cautious</behavior> <createsSettlements>True</createsSettlements> <rimwarFaction>Faction_70</rimwarFaction> <warFactions> <li>Faction_72</li> </warFactions> <allianceFactions> <li>Faction_76</li> </allianceFactions> <capitolTile>8310</capitolTile> <combatAttribute>0.9</combatAttribute> <growthAttribute>1.1</growthAttribute> </li>

I'm Faction_76 (since I'm their only ally). I didn't see "Expansionist" mentioned anywhere in that file, even though there are factions that are Expansionist, so I didn't touch the behaviour type, but I did bump up the settlerChance, combatAttribute and growthAttribute. Dunno if it will work though.

It definitely works. Don't even need to bother changing their behaviour type after increasing those values.
