Cannot form settlements?
I played this mod with Rim Empire (or something like that in the past) and had the option to form settlements on the world map. It was right click, form settlement, x-many silver, then it sent a settler and made a vassal location.

I do not see that with this. Am I missing the manner in which one forms settlements?

i was trying to figure this out as well. maybe it requires rim empire(which i currently do not have installed)?

Ah - no man. I just uninstalled the mod. That was my solution haha - otherwise it's an ever-increasing stream of every enemy faction building on top of me. Hard pass.

Do you mean having this mod and Empire enabled at the same time made Empire's UI/mechanics for creating new settlements not work or do you mean you can't make settler units from this mod with your Empire settlements?

Running this mod solo disallowed me the ability to form settlements at all while other factions had no problems doing the same.

Running Empire allows me to right click a given tile on the map and form a settlement after x-many hours for x-amount silver. No settler unit would actually venture out in that, oddly enough, the settlement would just exist after however long - instantaneous once transport pods were researched.
