Alliances
If I go to the RimWar tab, it says +91 and Ally underneath. To the right of that there is text that says alliance, and if I hover over it, it says I need more money for it.

Is the concept of base RimWorld's "ally" the same as RimWar's? Or if I pay the tribute will there be an option to become allies in the context of RimWar (with some extra benefits that come with that)?

There are additional benefits to formally declare an alliance with another faction. Faction 'ally' is the default representation of a factions opinion of you; the alliance is a RimWar feature that allows you select a settlement from an allied faction and request/direct specific RimWar actions (like send a warband attack against an enemy settlement).
