Learning Magic will not work.

When I select "Learn Magic" it just says "Available Perks -2" I cant even earn the Mage Trait. so I'm just stuck at the learning magic phase forever.

this version does not work with latest ck3 patch. their discord channel has a link to github that has latest mod version, that might work. I wouldn't know, couldn't get it to work because of steam workshop shenanigans.
