Or perhaps have some tax penalty like decrease a vassals' tax to you by 15% if you're gonna make him your ally. I mean your vassal will need some money for his army that is supposed to fight for you, so it's just fair I would say.
Or maybe both penalties. Prestige penalty like -2.5% prestige per alliance and -15% tax to you.
So if someone wants to ally all their vassals then there is a little bit of a hit on prestige and taxes and maybe you can't afford to ally your vassals right now, maybe you need to build up your own economy first or w/e.
I think all of this would be interesting gameplay.
