i already made this custom project on my own last year including the shield attachment and heavy barrels attachment too, if you want to, i can send the config files over

right, you only need to modify the XComGame.int localization for english

Just a guess but did you put this in the localization file or is this also in XComPGOverhaulsTech.ini?
If it's the latter then that's the problem
This should be put in the localization file, if i have to guess, this is what caused the blank box in the proving ground
