Objectives and balance feedback needed
Hello everyone, this is my first Warhammer 2 workshop mod.

It's a work in progress and I'd like some balance feedback and suggestions, so the mod makes the faction objectives both lore friendly and fun to play.

For now the objectives included in the mod are as follows:

Mortal Empires
Short Campaign Victory
  • Control the provinces of Cothique, Chrace and Yvresse.
  • Own 15 seafaring units.
  • Upgrade a fleet to level 3.
  • Build the Ancient Subterranean Palace in Cothique.
  • Have access to the following resources: Exotic Animals, Furs, Gemstones, Iron, Timber, Wine.
  • Destroy the following factions: The Dreadfleet, Vanaheimlings, The Blessed Dread, The Tyrants of the Black Ocean, Freebooters of Port Royale, Grey Point Scuttlers.
Long Campaign Victory
  • Control the whole island of Ulthuan, either by direct control, allies or vassals.
  • Own 30 seafaring units.
  • Upgrade a fleet to level 5.
  • Build the Ancient Subterranean Palace in Cothique.
  • Have access to the following resources: Craved Obsidian, Dyes, Exotic Animals, Furs, Gemstones,Golden Idols, Iron, Marble, Medicinal Plans, Pottery, Salt, Spices, Timber, Wine.
  • Destroy the following factions: The Dreadfleet, The Drowned, The Awakened, Vanaheimlings, World Walkers, Wintertooth, The Blessed Dread, The Tyrants of the Black Ocean, Freebooters of Port Royale, Grey Point Scuttlers, Bleak Coast Bucaneers, The Boyz of the Forbidden Coast, The Terrors of Dark Straits, The Tyrants of the Black Ocean.
  • Defeat Archaon the Everchosen after his arrival.

Eye of the Vortex
Short Campaign Victory
  • Control the provinces of Cothique, Chrace, Avelorn, Saphery, Northern Yvresse and Southern Yvresse.
  • Own 15 seafaring units.
  • Upgrade a fleet to level 3.
  • Build the Ancient Subterranean Palace in Cothique.
  • Have access to the following resources: Exotic Animals, Furs, Gemstones, Iron, Timber, Wine.
  • Destroy the following factions: Skaeling, Scourge of Khaine, Broken Axe.
Long Campaign Victory
  • Control the whole island of Ulthuan, either by direct control, allies or vassals.
  • Own 25 seafaring units.
  • Upgrade a fleet to level 5.
  • Build the Ancient Subterranean Palace in Cothique.
  • Have access to the following resources: Craved Obsidian, Dyes, Exotic Animals, Furs, Gemstones,Golden Idols, Iron, Marble, Medicinal Plans, Pottery, Salt, Spices, Timber, Wine.
  • Destroy the following factions: Skaeling, Scourge of Khaine, Broken Axe, Pirates of Sartossa, Aghol, Cult of Excess, The Dreadfleet, The Blessed Dread.
Vortex Victory
  • Complete all rituals.
  • Win the final battle.
Domination Victory
  • Destroy the following factions: Hexoatl, Cult of Pleasure, Naggarond, Clan pestilens, Clan Mors, Followers of Nagash

I've not played Cataph's High Elf Sea Patrol yet, even though I would certainly want to do it one day. Anyway, I've helped Wolfy with VCs for various factions in the VC Overhaul mod, so I will try to provide suggestions which may bring this submod closer to the "soul" of the original mod.

Cothique is all about naval prowess, so IMO the objectives should be focused on that as well. Here I can see some obvious omissions. For example, why The Blessed Dread and The Drowned are the only factions in the destroy faction list when e.g. Noctilus is actually a closer threat? It seems a bit random. Also, there is not enough Norscan focus for short victory objectives IMO and 0 focus for special Cothique units.

Therefore, here are my suggestions (SV = short victory, LV = long victory):
- add the Vanaheimlings to the destroy faction list for SV and LV in ME (they occupy Albion at the beginning of the campaign, so they are the closest northern naval/raider threat)
- add the Skaelings to the destroy faction list for SV and LV in Eye of the Vortex (the closest northern naval/raider threat in Eye of the Vortex)
- add the Dreadfleet, Sartosa and the Awakened to the destroy faction list for SV and LV in ME (pirates, kill them all)
- add the Dreadfleet and Sartosa to the destroy faction list in Eye of the Vortex for SV and the Awakened as well for LV in Eye of the Vortex
- add own at least 20 naval-themed units requirement for SV (30 for LV): Sea Company, Lothern Sea Rangers, Silver Helm Marines, Lothern Swiftfeather Riders, Lothern Sea Guard (shielded or unshielded - remember stuff like that)
- add have access to most trading resources for SV in ME and in Eye of the Vortex (so heavy trading focus, which can be achieved by conquest as well) and ALL trading resources for LV in ME and in Eye of the Vortex; I'm not sure which resources should be picked for SV in ME for a fun campaign, because I cannot check that ATM, but you get the idea.

But one more, the Elfs was a colonisation Power in da old, golden, glory days.
Why not again, with the Sea Elfs we have the possibility, they are not isolationists like the rest of the Elfs nowadays.

add Vassal status for some factions. Let them claim a oversea empire to win!

add a territory win. Some for the Sea Elfs interessting Land Mark Provinces.
In Lustria-Nagarond-Southern Jungles-Badlands-Norsca...
Let them travel around the Worldsea!

I like the ressource point, victory throug to be a high power Trading Nation/Company like the good old "Hanse" around the Baltic and North sea in Europe in the middle ages times.

I'm steadily working in a good list of objectives. My first update will be to the Mortal Empires Campaign, Vortex will come later. This is my sketch for now:

I've been focusing in military defense objectives for now because Aislinn himself is famed as a ruthless Captain focused in the defense of Ulthuan. As I see it his personal objectives would be getting rid of every other captain or faction that endangers Ulthuan. Also he fought and was defeated by Lokhir Fellheart in the official lore, so The Blessed Dread is staying in the list of targets. I don't know if leaving some of the stranded Rogue Pirate Armies for Ultimate Victory would be better, though.

Also, I understand a faction is not just its Legendary Lord, so I'll try to study how important trade should be as an objective in the campaign and include that as well. Maybe cotrolling a number of high level ports would be a good way to represent sea expansion without limiting where the player should expand to.

To finish, having the possibility of creating 3 different scalated victory condition (wthout counting military, cultural and economic) I'd love some feedback in the progression so they get progressively harder but not too tedious.

I've updated the Mortal Empires side of the mod today with some new and more apropiate objectives. Still not perfect, but much better than the placeholder ones. Let me know what you guys think about them.

Open to any kind of suggestions about both the Mortal Empires and the Eye of Vortex sides.

The short victory conditions are too easy to achieve IMO. At the very least add The Blessed Dread to the destroy faction list (which is loreful and flavourful). Cothique should be encouraged to do some sailing around the world, so the destruction of The Blessed Dread is a nice goal. Keep in mind that if somebody else destroys Lokhir, then this objective will be achieved as well, so sometimes it may happen by accident.

Also, since Ancient Subterranean Palace is located in the faction's starting province, it should be part of the SV conditions as well. It's really not hard to achieve.

For LV, I think that the destruction of the major Norscan factions should be kept... or at least the World Walkers. Keep in mind that Vanaheimlings will often be confederated by Wulfric, anyway.

I still believe that access to some resources should be part of the VCs both for SV and LV. The fun part about such objectives is that they don't require direct control over any specific regions at all and you can try to achieve them by trade, by conquest or by doing a mix of both.

By the way, @Parzival von Tronje, I may consider adding more expasionist objectives once both the Mortal Empires and Vortex Objectives are finished, probably via optional Military, Cultural and Economic Victory Conditions, so you can choose which set of objectives to tackle first.

That may take a while, though.
