There's currently no configuration for crafting speed. There may be one in the future, but it currently cannot be changed.

You can use a mod called Ark: Settings Evolved to customized the crafting speed of modded items without needing to restart to check settings.

There's still no configuration for speed (not sure how that would work just yet), though the crafting times of narcotics from this mod have been reduced.

Although ether did up there crafting speed for sure this last update and it feels a lot more healthy.
