SOLUTION: craft not showing up in craft list
Once subscribed, Steam will download the craft and store it here:
C:\Program Files (x86)\Steam\steamapps\workshop\content\220200\2280976755

Grab that .craft file and put it in your favorite VAB folder, then it should appear. For example:
C:\Program Files (x86)\Steam\steamapps\common\Kerbal Space Program\saves\1_10 Sandbox\Ships\VAB

This is the weirdest problem on Steam I've ever encountered. I'm guessing it's caused by mods, but as far as I can tell I do not have any mods that modifies craft file. I'll try a clean install sometime later.

im not sure either but something i have is worse the 2280976755 file doesnt exist on my PC

I hate this problem...maybe try KerbalX download https://kerbalx.com/Juggernoob/ESN-46-Freude

Maybe my Steam hates me, it won't let me adjust the order of craft in my collections neither.
