This thing is busted. Here is a proposed rework.
Keep the previous stats and add the following stats: In addition to the engineer being dead you must also remain in close proximity to the sapped buildings to get the increased damage. Sapped Buildings remain active while being sapped. And finally, Sapper is only visible to the spy. (The sapper is invisible to the other 8 classes and the engineer will not recieve the sapper notification it will just look like his buildings are taking damage)
