I have an Idea for pros:

- When the sapper is placed on buildings, you will get hurt by it.

would be abit overpowered if the only cons were lower health and slower weapon switch, since health disadvantages should be quite minimal to spy, especially if paired with a DR,

Thats sounds like some decent stats maybe instead of faster drain make it shocks people people in a radius but it doesnt do much damage maybe 5-10 damage per second

I have a few ideas..
Pros:
+25% sapper health when active
Causes Bleeding Damage to those close enough in its range when active
Destroyed Sentry Scraps do not supply ammo/metal

Cons:
- 10% building health drain speed for every building sapped. (The more buildings you sap the more the blades deteriorate until they become usless. Then they must be replaced at a resupply locker)
Makes a loud buzzsaw noise when active

Pro- Drains sentry health 2x as fast

Con- Doesnt disable the sentry

+Damages any engineer/pyro that attempts to remove the sapper
+Destroys any building scraps that could have been picked up for metal/ammo
+Damages the bot it's attatched to in MVM
+Can be applied to tank for damage in MVM

-20% Destruction time
-Only one building can be sapped at a time
-Longer recharge time in MVM

- saps 10% slower
- damages anyone standing near it (10 dmg per second, but you must touch the machine)

just an idea for a sapper i came up with, what if there was a sapper where it cant destroy buildings, but the longer the sapepr is on, when it is finally removed it will keep the building inactive for longer.

The lower swith time would prevent Stab and saps and sap and staps due to weapon change time. But 50% faster drain time is absolutely OP, weapons are supposed to be Side Grades to stock Not upgrades while the -25 health is annoying it wont prevent Deadringer spam. I think Scrap the extra Deteriorate speed and maybe make it so you cant cloak/feign When sapper is attached as Zoidberg Suggested. I main spy if that counts for anything :)

Pros:
75% faster drain if stood next to the building (But can't cloak while doing so, including DR)
Cons:
-5% Slower drain rate while not stood
Only takes one hit to knock it off

The same stats but not 25 less hp but 20%-50% lees speed (10%+ for every thing sapped by it)
for 3 seconds (resets for ever sapped thing.
