Sorry for late response, but yes, if you own any planets within your border that has an energon deposit, you will eventually get the research for it. However, other than reverse engineering it from debris of a cybertronian empire, there isn't any other way to get it since its a special resource for transformers.
The only other way to get it is by adding the energon dependence trait before starting the game which will automatically give you the necessary tech and research to make and use energon.
Edit: Inducting cybertronian pops with the cybertronian trait into your empire may also meet the requirements to get energon tech.
