Roughly every 6-10km of travel, with a preference for level terrain. If no level terrain is available you may find settlements only partially spawn or do not spawn at all.
If you want to check which spawns are available at your current location you can use the /MES.GESAP admin chat command.
No, by design. There are other mods that provide this functionality. I may add the option later but it will be something you can turn off if you don't want it.
Settlements can be considered mostly passive. Some do have active defenses but only pose a threat if you get too close.
Yes you can. With Admin rights or in single player mode you can enter /MES.SPI in chat for a random spawn.

I'm generally OK with private unlisted copies for server use. Just make it clear that it's a copy and add a link back to the original work. Be aware that you won't get any updates and if it breaks, you get to keep the pieces.

disables external turrets on new spawns. Some encounters will still have active internal turrets. Since they have limited firing arcs you should be able to find creative ways to handle these.

disables bots on new spawns if you are using the AiEnabled mod
Yes but thanks to Keen's DLC policy, DLC blocks will still spawn in. You will be able to recover resources from the blocks, you just won't be able to weld them back up. Not having the DLC shouldn't affect your use of the mod.
