[WIKI] World Features
How to create world feature?
Press "Create world feature", then left-click on the tile to which the world feature will be added

I cannot set the size less than 10
Sizes less than 10 do not work (the size does not change visually), so this is not necessary

I set the size to large, and I do not see the world feature
Move the camera back (mouse wheel)

This feature doesn't work, most of the planet tiles won't let you place the labels.

UPDATE: Okay, I think I found a fix. I moved the world object editor window, just grab and drag, and moved it out of the way THEN hitting the add world feature button and selecting a tile on the map seems to work :)
