I can answer you the question of which configuration file needs to be changed, but I will not explain to you how to do it.

If you do not know how config files are set up or how to load an addon (movement mesh) into the workshop, find information about it yourself. These are general questions related to the game, not the addon.

See the "Active NPC Groups" settings in the options menu.

Does this mean I can make NPC citizens, rebels, ect run away from danger?

I didn't quite understand your question, reformulate in more detail. Logic works only on the actors generated by the system.

I released the new version to the github, but it will appear in the workshop later.
