How do you change the decent vehicle spawning like changing it from half life 2 cars to gta 5 cars?

NPCS WON'T SPAWN

so i tried ALL THE BACKGROUND NPCS SUPPORTED MAPS THAT I CAN FOUND AND IT IS NOT F U C K I N G SPAWNING! when i try to spawn it from the ♥♥♥♥♥♥♥ npcs tab it says "failed to create actor" can someone help me?
