Changing the order of tiers through in-game configuration is indeed very ambitious. While I myself made huge progress in learning how to create elaborate Mod Config Menu support, and have years of experience making xcom 2 mods, I still wouldn't count myself as capable of making a mod that allows to reliably, easily and comprehensibly reorder tiers through MCM.
If you just want to achieve "exact same as this mod, but with ♥♥♥♥ as final tier", then it's actually really easy.
This entire mod is made out of configuration for another mod, Template Master.
So you can simply make a mod that will contain a different set of configuration commands to order tiers in some other way.
Alternatively, you could make a mod that will serve as a plugin to my Five Tier Weapon Overhaul, which would contain configuration that will instruct Template Master to cosmetically swap specific tiers, like Beam with ♥♥♥♥ or whatever.

For sure! My main priority is indeed making coilguns the top tier of weaponry both cosmetically and stats wise (meaning it still uses the same vanilla balance that you set up); using this mod as a base (since I'd assume it's actually much more tedious to do it from Template Master (and from scratch)).
