How the ultimate loadout was chosen
Some explanation for the ultimate loadout criteria:
  • No item duplicates
  • Agents should have the unique items of both their loadouts: e.g. Shalem's Salvaged Disrupter, Decker's cloak and gun
  • Agents should not have so many items that they start out encumbered
  • Item loadout should encourage distinct playstyles (e.g. relying on things other than the melee weapon, this is why neither Prism nor Dr. Xu start with their disrupters)
  • If the agent feels too powerful, take away their starting melee weapon or remove an empty augment socket (Prism, Shalem)
  • Loadout should match agent's "fluff"/design (e.g. "Robin Hood" figure Banks starts with a ranged weapon, no melee weapon)

Note: Some mods change On-File and Archived agents' starting items. Depending on the item and the mod, this change may carry over to the Ultimate Loadout.
