Ohhh, this is a really good idea. I use Banned, so I like that. Definitely will be looking into implementing this in the future.
i hope that it becomes then a 1-time only Rebellion then while i love to have the Shroud i cannot stand the ♥♥♥♥♥♥♥♥ Religous fanatics that hates Robots and nearly everything else.
and since the Banned thing removes the Ethic so that no Pop can have that it really should be just a 1-time Rebellion with the Fanatics.
Also, another compatibility suggestion: Vanilla Evolved that basicly completly redisings parts of the game. While it's mostly compatible, it opens opurtunities for some interesting aditions. Just a thought!
Why would you post this here, as well as in the comments? The amount of times you've posted this exact same copy-pasted message on my mods at the same time make you feel like a spammer and makes me not want to look into doing that at all.
Besides that, I'm pretty busy right now so even if I wanted to I don't have time to do compats right now when I have other things that are higher priority.
Because you had both a comments and a "compat" page, and I wasn't sure which you prefered. It was me trying to be nice and understanding.
I'm going to give you the benifit of the doubt, and assume it's an accident. The way you said it was quite rude. You might want to try posting kindly
also, I was posting it on the mods that might have incompatibilities. That way, you would know which ones might need checking. Next time if I ever do something, I will just use this discusion, with a link to each of your mods that I would mention. Because this discusion is for all of your mods, aparently.

tl;dr
You should try not being rude, and I was trying to be nice, hence repeating, so you would only go once.
Tovius' Expanded Espionage and Diplomacy is not compatible with this mod. It's unfortunate, because both of these mods are well done.
What was your incompatibility experience? It seems relatively compatible from what I can tell, with only some small compats needed.
I forgot that someone actually told me how to fix this problem about 2 weeks ago in the bug report thread. I've just uploaded what I think should be the fix.
This worked, the ECC factions spawn now. However, they're able to spawn immediately. I know that's possible before the 10 year mark when you've got the parliamentary civic active or if you've made contact with an alien culture, but I haven't got either and the ecology faction spawned at the end of the first month. This may not be a civil wars thing but I didn't have it without civil wars so I wanted to give you heads up. If you'd like I can move over to bug reports since this may not necessarily be fit for this thread anymore.
It's not a bug, it's just how I like factions. They still don't give you Unity until 10 years in or unless you have the Parliamentary civic.
