Can't make anthros under 20?

Heyo, I just noticed that you can't make anthros have only childhood backstories. I'm trying to add some characters that are teenagers to the colony, but I can't bump their age under 20. Is there some way to modify that?

That's odd, I found a mod (Character Editor) that also allows you to change pawns age. I can make anthros under 20 years old. It might be a different mod that is causing that. And what do you mean by 'making' anthros?
