Doesn't work with latest Vox Populi update
It seems mod depends on mods that don't exist in latest Vox Populi version.
It would be amazing to make it work. Any chance you can either patch it up or write a bit of info on how to do it perhaps?

You can open the file "Enlightenment Era (Vox Populi) (v 4).modinfo" in the mod folder (usually Documents/My Games/Sid Meier's Civilization 5/MODS/Enlightenment Era) and there delete lines 24 through 27 (from "<Dependencies> to </Dependencies>).
This will make it playable, but I don't know if its really compatible with the new VP versions.
