Possible stats?
Pros:
Burst fire four needles at a time (meaning four almost simultanious needles each shot)
+80% projectile speed
Alt fire: burst fire 4 special needles at a time - On hit: target will be slowed by 30% and can not perform jumps for 0.5 seconds for every successful hit per needle (3 seconds max) at a cost of 1% of uber per shot (will not attempt to fire special needles if you have no stored uber).

Cons:
-75% firing rate
-10% damage
Special needles have a damage decrease of 60%
During ubercharge: drains uber faster by 12.5% (7 second uber as opposed to 8 seconds)
No random critical hits

Not exactly.

I was aiming for a weapon that was great for escaping bad situations where a scout or soldier would try to hunt you down. Preventing them from jumping towards you or running faster than you would give you a chance to run back to your team in time. It would also work great in MvM against giant Scout bots.

-15% damage.
+Causes bleeding for one second per needle. Stacks up to four seconds.
+30% projectile speed/range, i.e less arc, more distance.
+20% faster reload.
-No random crits.
Fires 4 needls per shot, i.e 10 shots per clip.
Semi automatic (Click to fire each shot)
Shots have slight angle variation, i.e not every shot will hit so you can't instantly stack the bleeding unless close up.
Pros:
+50% fire speed
+25% ammo

Cons:
-10% Ubercharge rate
-5% damage

Possible states Pros:Fires 1 needle from each barrel Alt Fire Fires all four needles 1/5 chance for the syringes to fire without any bullet drop or arc

I like Panckake's idea aswell, but I think -75% firing speed on both the burst and single fire modes is a bit harsh. I think it should be -75% reload speed after bursts.
