I asked Chondrite about the issue with the AI only assigning 1 Dockyard to the re-added Heavy ships. This is what he said:

The AI in this game has exact specifications scripted for every type of ship or tank or template it wants to build. Anything that it doesn't identify as being close enough to whatever it actually wants to build (it doesn't want to build just any old carrier design, it knows exactly what modules etc. it wants), it simply drops from its queues or production. With some exceptions possibly, such as a ship construction with a certain amount of progress.

This is probably the reason, but there could be other reasons such as the ratio of certain ship types it wants in its fleets.

So if someone wanted to fix this, they would have to create AI ship design scripts that match these ships. Otherwise it won't assign more factories to them.

I do understand that It can only be fixed by creating scripts that is designed for capital ships. But based on how AI uses navy in general its not worth on the long run. Its much better to give them boost on naval production to compensate on how fast a player can wipe an enemy fleet. Hence the boost, plus even when the AI only assigns a single dockyard to a brought back capital ship with the boost its designed to be on field around 1939 or 1940. That's why capital ships AI decision is only available on 1936 start.

But does the AI cancel Capital ships in the 1939 startdate as well?

I have no idea about 1939 since I don't play with that start date and the decision is designed only in 1936 start only. Also my friend and I always plays with EAI which does have 1939 start.

No, as all buffs are being done via AI decisions.
