Valve won't accept low quality warpaints for the sake of being low quality. Winter 2020 is the only exception to this, which I think was because of the sheer amount of content being put out at that time and rush for content.
Every other warpaint put out before then was intentionally made to be high quality. The belief that Valve somehow lowered its standards for warpaints is misplaced. On Halloween, we see people unbox for good mercenary grades like Organically Hellraised, Portal Plastered, Death Deluxe, and etc. They were extremely popular because they were high quality warpaints that were easily accessible for lower prices. That along with Helldriver and the elite grade made the case so good.
The workshop has standards, despite the fact they are not enforced as heavily as before. Obviously, you should loosely adhere to these standards instead of dismissing any widespread criticism as being "toxic". Blocking people who have been trying to give you help for a long time, is just going to gimp you in the end.
