To be able to get it, you should be looking for colonial centralisation.
Which is a social tech that let's you upgrade the central building of every planet.
You must also be a regular empire that's not a mechanical empire or a hivemind.
It grants some modifiers, but what's more important is what it unlocks for your planets.
In planetary decisions you'll find a initiative to build the Sibyl system.
It produces science, upgrades enforcers and unlocks 2 special buildings at the cost of some energy upkeep.
1st. Building is the Security Drone Facility, which reduces crime with no jobs.
2nd. Building is the Inspector Hall, which grants the upgraded Enforcers, for each Inspector, you'll need 2 slaves to be lead by the Inspector, to actually reduce crime, otherwise you just get some society research, unity, bit of crime reduction and a few amenities.
To get the Ascension Path upgrade, you'll need the tech Galactic Administration, which is a upgraded tech from colonial centralisation.
Once you upgrade your ascension perk to Sibyl System.
You'll have a Planetary Decision to upgrade your Sibyl Initiative planets further increasing it's modifiers, production and upkeep.
Further more this unlocks a Special event, Enforcers and Inspectors get a chance (per job) to be integrated (no longer a pop) into the Sibyl System, Granting Modifiers at your choice. 4% chance every 6th month, 1% risk of them just dying instead.
This selection process has been automated per planet, at your choice, if you want to change the automation you can do so in the planetary decisions.
If you want to relocate a Sibyl systems, you can also do so in the planetary decision.
