A suggestion: Individual chance for each harbinger

Hello, been enjoying your mod for a while and I must say I've been running into famine and war frequently enough while death and pestilence are extremely rare.
So I'd like to increase the chance of them appearing while keeping famine and war the same. If this is any possible to implement I'd greatly appreciate it
