Governors adopt a different culture
There is a recurring problem, governors embrace the culture of the region they are governing.

For example, as Rome, when I place a governor of Roman culture in Carthaginian, it adopts the local culture after a while.

The same in Macedonia, a governor of Roman culture changes for Macedonian culture.
