Forts don't decrease unrest
Hello,

As mentioned in the title forts don't seem to be decreasing unrest on this mod. Is this on purpose? If it is, it is kinda interesting way to force you to play tall since most of your provinces go negative loyalty per month. Also it does nerf forts a lot since their peace time usefulness is gone.
