The conquest of the city will fire an event to choose in between 3 choices. ( Event image [imgur.com])

I tried the first choice but I don't see the "The Walls of Carthage" effect kept in the city. I tried to check the save file before I conquest that city, it doesn't have the "The Walls of Carthage" effect too.

"The Walls of Carthage" effect is hidden effect or just casually a choice? I remember when I conquered Rome, it also renamed to Rhome and also fired a event with 3 choices. I remember I picked the first choice, now I checking back Rhome also doesn't have any "special" effect.

I kinda curious is it a hidden effect? Or a default effect ? Or just an event choice only. Hope to find an answer here. Thank you.
