I am using YAML without that mod, all it does is give you a GUI in the game's own options menu to modify many of the options this mod has. I am thoroughly annoyed that it has a dependency on something that isn't in steam workshop, but its not really in cszolee79's hands if that one is here, that' be BobbertModdert.
I do get why OP's annoyed that it's not on the Steam workshop but it's as you said, it's up to the mod creator to put in on here but if they did that would mean splitting their time between keeping the Nexus one and the Steam workshop one up to date at the same time.

You could also just blame Epic (it's so easy) at the end of the day for it being out a full year on there before steam.
But being a non platform specific game authors use nexus mods to provide for the entire mechwarrior community.
Tabletop Playground is going through the same stigma, and people think that mods should be workshop only instead of using mod.io But this allows them to release the game on multiple platforms like android and ios while still providing the same mods to everyone.
The funny thing about that is that unlike nexus, mod.io is actually integrated within the game itself so you don't even have to manually install anything. But these entitled players freak out because it's linked to a 3rd party website or they have to browse their computer files.
"Oh no I have to open a folder on my PC? that's scary!"
Add that to there not being a mention of it being required, screenshots on advertising and IT LITERALLY NOT FULLY FUNCTIONING WITHOUT IT, I'd say its kinda dumb on the mod creators part. Why is this mod here if we can't use it with the tools available to us on this platform??? Why waste the time developing features that we can't see without said tools. Doesn't make sense.
cszolee79 cannot upload mods to Steam that he didn't make, but he can include functionality for said mod. If you don't have Mod Options, then you can still use YAML in it's default configuration, and it still works.
Mod Options on Nexus is still free and easy to install, just got to open up a folder and drag and drop. Not really a reason to come on here and act like the mod creator did something wrong by adding more stuff.
And no, just because it's slightly inconvenient to you doesn't mean either mod creator did something wrong. You could go on Nexus and ask BobbertModdert to bring it to Steam, but not really obligated to do that.

It says it on the games menu screen, also provides a link to download the required mod.
The basic options work fine without the additional mod, its just the extra settings that need it.
For me Bobberts mod crashes the game so I just enable it if I want to change a setting then un-enable it.
If I can do it, anyone can.

Wow how amazing this mod is available on steam workshop as well as on Nexus, thank you developer for making it available here as well, shame the other mod creator didn't do this now I have to do a bit of extra work for all this extra free fun, but hey your mod is amazing! Thanks for your efforts.

That mod (MOD OPTIONS) is not owned by this mod author and its purely optional mod (recommended) as said in description), that lets you change settings in game as apposed to editing a file.
Try asking the author of that mod if its possible to put it on steam.
There are many mods not on steam because ppl do not own the game on steam...
