YAML / Does it include Mouse Over Star Map?

I was told it does...

If so, how do I enable it? If not, how do I get it to not conflict with other mouse-over mods?

Necroing so this is answered for others in the future, YAML does indeed have Mouse Over integrated and is enabled from the start to my knowledge. It should show as soon as you start but if it doesn't I would suggest moving planets to update the map as vanilla sometimes requires that to show new info.
