a question regarding making rimworld medieval only
is there a mod or a way to have this disable all the high tech stuff to instead make the game solely medieval?

Use "Vanilla Storytellers Expanded - Maynard Medieval".

I also use it with "Vanilla Factions Expanded - Medieval" because it gives new factions (kingdoms) that use only medieval stuff, so be sure to check those on in world creator and uncheck the rest.
