How to get the metallurgy book?

How do i get this, i cant research steel without it apparently, do i buy it from a trader ive spent half a hour tryna figure this out.

You can try contacting some allies and request a Scolar Caravan, where you can hopefully buy the book you need, or raid a MO-related ruin.
