Brigand Factions not spawning :(

The knights of ulrik and brigand factions refuse to spawn. Are they supposed to have faction bases or do they just randomly show up? I am very confused. Maybe it has something to do with other faction mods. I haven't tested if it works alone solely with medieval overhaul un modded.
