Very late reply, but better late then never, right?

I use a mod called "Resource Dictionary." You put both concrete-block types into a group and then just select the concrete from this mod and then click "Activate deduplication." Then you just restart the game, and from that point forward, anything that produces/requires VFE concrete instead uses/produces this mod's concrete. Easy as pie.
