You want protection fee mechanic?
Just ask the devs how to implement that, I sure someone that know their stuff willing to teach you. Heck, take the source code from that settler vanilla faction, and figure out why and how that happen.

Besides, you making this alone is impressive. I not even make my own mod yet.
