After building the first stage, i cannot progress any further. what do i have to do in order to complete the other stages?

I've encountered the same issue. I have the Apocalypse DLC, so im not sure what else is the issue. Is there a tech we have to research first?

EDIT: Yes there is a technology you need to progress further than the 1st stage, finally unlocked it around the time the end-game crisis started.

i never got that tech in that playthrough. my brother was playing imperium after that game and he kinda got it right away

Taking the crisis perk guarantees you get it at some point. You will unlock each part of the DS construction tech at each crisis level.
