Great mod btw, loved the ability to repopulate "Fallen Empire" scenario.

nonearbyxreq is a bit less intuitive than nearbyxreq
nonearby1req creates a 3x3 exclusion zone centered on every terrain of the number listed
nonearby3req creates a 6x6 zone
nonearby5req creates a 10x10 zone
nonearby7req creates a 14x14 zone
nonearby99req crashes the game because it's not fixed yet
The "issue" here is that this is a nonlinear progression of exclusion. There may be a secondary issue that can be defined as a bug, but I've yet to run into it while debugging.
Second thing I'd have as a bit of a concern is the lack of "doubble" recruit options for the Marius Legions, as the random 10 recruits of the pre reform units was quite helpful for quick armies.
Maybe a second form legion could be possible for when you are emperor/god emperor?
Just a few thoughts.

The versatility afforded by this allowed the Legions to effectively fight off forces they wouldn't have otherwise been able to, and it shows here, too. And yes, I know the pilum didn't fall out of use post-reform, but there's little reason to use most of the rest of the roster if you can just keep using a single unit type for every fight and win by sheer volume of javelins.
As for a post-reform summoning ritual: maybe. Senator can't really make use of its limited recruitment pool in early game with only one or two citadels. Thus the ritual to help with early expansion. By the time you make it to emperor, you should typically have several forts or other citadels from which to muster armies.
I'm not saying nothing will change, but I will argue that the above reasoning is sound from both a thematic and a balancing perspective.
Hopefully we can get some god emperor rituals to make them feel a bit more...
